Joe is a 1967 graduate of Moshannon Valley High School where he was a three-year letterwinner for the Black Knights while competing for Les Turner and Tom Hopkins. During his senior season, Coach Hopkins encouraged Dugan to consider becoming a wrestling official. He successfully passed his wrestling official’s exam in 1967, beginning what would become a highly successful 25-year career as an official. In 1970, three years after becoming a wrestlilng referee, Dugan worked the first of his 14 years in the PIAA State Championships. Dugan officiated countless high school holiday, district and regional tournaments as well as working many college wrestling matches for Clarion, Saint Francis, Lock Haven and Shippensburg. Joe Dugan was the preferred choice of wrestling coaches when contracting to officiate the highly anticipated dual meets throughout the Keystone State. Dugan retired from officiating in 1992 after working his final PIAA Championships joining several former officiating Hall of Famers, Joe Geesy, Freddie Richardson, Bruce Haselrig, John Hosage and others. Dugan is employed by the Pennsylvania Department of Agriculture’s Bureau of Food Assistance
